Single Window saves millions for Peru’s ports

Peru’s Single Window for Foreign Trade (VUCE) generated more than 148 million soles ($38 million) in savings for exporters, importers and foreign trade operators, its foreign trade ministry has reported.

The nation’s news agency said that savings were made in three departments: restricted merchandise, which facilitated savings of 88 million soles ($23 million); origin, with savings of 52 million soles ($13 million); and ports, with savings of 9 million soles ($2 million).

The VUCE is an electronic platform that facilitates foreign trade paperwork and procedures, and connects different entities for the exchange of information, and currently hosts 317 procedures from 16 entities in its restricted merchandise component, 21 certifying entities in its origin component , and 21 procedures of 5 entities in its port component.

Single window platforms are gaining steam in ports and maritime. Last year the IMO announced a pilot project on creating Maritime Single Windows (MSW) for port community trade, offering financial and environmental benefits through improved data exchange.

In March, the International Organization for Standardization (ISO) launched a standard to improve data exchange with port communities and its supply chain.

By standardising data exchange processes, making them compatible and interoperable, ports can benefit from granular and real-time information on scheduled port calls, or delays and cancellations from the shipping sector.

In 2021, in the port sector 21,685 ship reception procedures and 22,510 ship dispatch procedures were recorded.

The VUCE Peru mobile application was also put into operation for the iOS and Android operating systems, which allows users to review the messages and alerts of their procedures from mobile phones to have a better follow-up of their files.

To continue strengthening the competitiveness of Peruvian foreign trade, the VUCE 2.0 project is being implemented.

Its advances in the last year included the implementation of new systems to provide greater transparency to exporters and importers in the costs of their operations, such as the Foreign Trade Logistics Services Information Module (MISLO), which has with five types of operators authorized to register their tariffs; and the Information Exchange Module between Trade Operators (MIIO), which digitises the endorsement in procurement of the Bill of Lading and commercial authorisation.

Portals were created in favour of the promotion and strengthening of Peruvian companies such as the Peru Marketplace, a free commercial showcase of the Peruvian State, in which exporters can share their products; and the E-Pymex, to facilitate the commercial management of companies.
