Montreal shortlists three consortia for design and development of new terminal

The Montreal Port Authority (MPA) has narrowed down the consortia bidding for the design and construction of Contrecoeur container terminal to a shortlist of three following a Request for Qualification (RFQ) process.

The MPA said the announcement marks another milestone in the project. The three companies are Ancre Contrecoeur, CAP Contrecoeur and Kiewit-Pomerleau.

CAP Contrecoeur is composed of Eurovia Québec Grands Projets, Janin Atlas, Soletanche Bachy International and VINCI Infrastructure Canada and associated with GHD Consultants, COWI North America and CH2M Hill Canada.

The Request for Qualification was posted 4 August, 2020, on the MERX electronic tendering system. Each bid response will be thoroughly evaluated based on technical and financial criteria, and a maximum of three bidders will be selected to participate in the Request for Proposals which, subject to obtaining the required approvals and permits, will begin in 2021, the MPA said.

Five bid responses were received and evaluated. The three qualified teams will be invited to submit a bid through the Request for Proposals (RFP) process for the design and construction of the container terminal.

MPA President and CEO Martin Imbleau, said, “The MPA thanks the companies that responded to our RFQ by submitting high quality bids.

“This interest in the future Contrecoeur container terminal shows that we are presenting a diligently prepared project, and that it offers substantial development and outreach prospects for businesses in the construction and infrastructure sector.”

Mr. Imbleau noted that the work of the Impact Assessment Agency of Canada is ongoing and that the overall procurement process remains subject to obtaining the required approvals and permits.

The Contrecœur container terminal project is the largest expansion project in the history of the Port and the MPA hopes to increase container handling capacity by 50%.
